The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are fought: positive announcements are issued from different nations. Considerable effort is allocated on managing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles roared overhead – modern combat jets provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, probably provided by Western nations. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly gives way to sober acceptance: maybe the approaching threat won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Following this, a heavy machine gun fired at a aerial vehicle close by, part of a rapid response unit – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's vital need on international aid – a reliance that regional partners are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This cycle will, no doubt, continue.

Tactical Assessments

It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is impossible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, US leadership does nothing to discourage Russia, through words or deeds, from thinking that the current condition will not shift further in its advantage in the coming year.

Divergent Views

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but averting a total frontline collapse until circumstances change in its favour.

Current Realities

Factually, there are no real preconditions for a truce. Now, individual motivations are entering the equation: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
